When Delhi government was toying with the idea of imposing higher taxes on private cars, including a congestion charge
of vehicles to selected areas, it faced stiff opposition. But now it has found support from the Delhi High Court. However, government officials and experts feel that several ground issues would need be resolved before this can become a reality.
Chief minister Sheila Dikshit had recently proposed additional taxes for all private vehicles entering Delhi which are registered in neighbouring states to encourage use of public transport. Dikshit took the view that traffic congestion in the capital was compounded by the large number of vehicles coming from adjoining areas. Other proposals to levy congestion tax in certain areas such as Connaught Place and Nehru Place were also contemplated. But none could be implemented as the state transport department ran into trouble with implementation.
Officials revealed that the main problem with Delhi is that unlike cities like London and Singapore which have a system of congestion tax for vehicles entering the central parts of town, Delhi doesn’t have a dedicated Central Business District (CBD). ‘‘The growth of the city has largely been unplanned and because of this, business centres and commercial complexes have mushroomed all over. Most of these areas have a mix of residential and commercial activity. In such a scenario, it is tough to decide where to impose congestion charges,’’ said a senior official.
